Teaching quality matters, and so does how we prepare new teachers. ITE and teaching standards are rightly under review, through AITSL’s core content addendum and the proposed Teaching and Learning Commission, and that work deserves high expectations and real accountability. This isn’t an argument against that scrutiny, or against teachers, who already carry enormous expectations. But after nearly 20 years of mandated, explicit instruction, and multi-millions spent on instructional interventions in many of these same communities, the gaps continue to grow. Instruction, however high quality, was never the only lever we needed to pull.
