At the beginning of the report Stewart lays out the issues that will be addressed in the report. : “ . . .we need to understand the development of literacy from before school and through schooling. We also need to understand the nature of effective instruction in the everyday world of the classroom. In addition, we need to understand the constraints and enablers for what develops and what can be effectively taught.”
